Who Pays the Piper?

It will be adminstrators, at least at Pennsylvania's state-owned university system. The system has announced a salary freeze which will affect
non-union employee salaries...

The move affects some 1,500 managers, administrators and others at the campuses, including California, Clarion, Edinboro, Indiana and Slippery Rock universities in Western Pennsylvania.

Faculty are represented by APSCUF so they are safe. And those others won't be staff.
AFSCME represents about 2,500 clerical, custodial, maintenance, skilled labor and other workers on the schools' campuses.
Keep this in mind as the financial crisis at Penn State unfolds and Graham starts to look for money to pay the debt service on his building spree by freezing compensation or reducing it via fees, such as parking fees, for faculty and staff, while protecting his brain trust in Old Main-stop laughing. A strong union could have saved you.
